She was the daughter of John de Vere, 15th Earl of Oxford, and Elizabeth Trussel.


Frances married Henry Howard, son of Thomas Howard and Lady Elizabeth Stafford, in 1532. (Henry Howard was born in 1517 in Hunsdon, Hertfordshire, England and died on 21 Jan 1547.) The cause of his death was execution.
