Steve graduated from West Seattle High School in Seattle. He earned a Bachelor of Arts degree in economics from the University of Washington, where he also went to graduate school. He worked for Boeing, Pacific Northwest Bell, and several other companies, as well as being self-employed.

Stephen married Zena Nikki Andreev in 1966. (Zena Nikki Andreev was born in Feb 1944.)
